2. Check the Kabinnama first if there is any instruction regarding payment of dower. If not then you have to pay as soon as the wife require so. You can come to an agreement of paying dower by mutual understanding with the wife. You must have to pay full amount of dower if otherwise you mutually agreed with wife. 

3. If they are threatening you for filing cases then file a GD in nearest police station mentioning the matter. They can file any case but if you are not guilty then you have to prove it in court. there is no way to stop them from filing any case. Cases depends on situation.

4. Inform the matter to you highest authority and seek support and help.

You better pay dower money full and file divorce to avoid any harassing issues.
